Annotatsiya

Maqolada xalqaro tajriba tahlili asosida import oʻrnini bosish boʻyicha davlat

siyosatining samaradorligini, xususan sanoat ishlab chiqarish tarmoqlarida ofset

mexanizmlarini qoʻllash, davlat xaridlari, sertifikatlashtirish va standartlashtirish

institutlarini rivojlantirish orqali oshirishga imkon beradigan chora-tadbirlarni aniqlash

jihatlari yoritilgan. Shuningdek, tadqiqot natijalari sanoatni rivojlantirish dasturlarini

ishlab chiqishda qoʻllash imkoniyatidan kelib chiqib, import oʻrnini bosish siyosatini

takomillashtirish boʻyicha chora-tadbirlar taklif etilgan.

Аннотация

В статье на основе анализа международного опыта исследованы вопросы

определения эффективности государственной политики по импортозамещению,

в том числе путем применения офсетных механизмов

в отраслях промышленного производства и развития института

государственных закупок, сертификации и стандартизации. Также предложены

меры по совершенствованию политики импортозамещения исходя из

возможности применения результатов исследований при разработке программ

развития промышленности.

промышленность, промышленная политика, конкурентоспособность, льготное

налогообложение, офсетный механизм.

Abstract

Based on the analysis of international experience, the article examines the issues

of determining the effectiveness of state policy on import substitution, including

through the use of offset mechanisms in industrial production and the development of

the institute of public procurement, certification and standardization. Measures are also

proposed to improve the import substitution policy based on the possibility of applying

research results in the development of industrial development programs.
